Twenty-five year old Richard Phillips was arrested after cutting off an unmarked Palm Beach County Sheriff's vehicle, the Associated Press reports. Record checks later revealed that Phillips was driving a stolen car
Police continued to follow Phillips, and watched as he performed a drug transaction, prompting his arrest. The man is being held in jail on bail for $242,000.
